As we close our year, 2023 Chair of the Triunfo Water & Sanitation District Jane Nye shares her thoughts.
It is a pleasure serving the 30,000-plus people who live, work, and play in Triunfo Water & Sanitation District’s (TWSD) service area. It’s our goal to be the best possible resource for our water and sanitation customers—while consistently delivering exceptional customer service.
Last year’s storm events painted a very different picture for us. Unprecedented winter storms replenished water supplies throughout the state, and we hope this year will deliver the same.
We have made great progress with the Pure Water Project, which is managed by The Las Virgenes-Triunfo Joint Powers Authority (JPA). We are continuing our efforts to provide customers with access to a renewable, affordable, and sustainable source of high-quality drinking water.
I’d like to note that the Calleguas/Las Virgenes Interconnection Project (the ongoing construction on Lindero Canyon Road) will further enhance our potable water supply reliability. This project is scheduled to be completed by early summer.
Cutting-edge technology has been brought to our administrative and customer service offices. State-of-the-art audio and video in our boardroom, conference room, offices, and general areas enable us to provide information more efficiently to our customers. Our boardroom, in addition to hosting TWSD and JPA board meetings, also will serve as a community classroom and meeting area.
This year, we were honored to receive the Government Finance Officers Association (GFOA) award for Excellence in Financial Reporting. Our staff continues to strive for and achieve high-quality results in all departments.
As I pass the gavel to our new chair and as we end our 60th year, I want to encourage you to use water wisely—while we all hope for rain, snow-packed Sierras, and the overall easing of drought, it’s going to take an on-going effort to use our water resources efficiently. Thank you!

Triunfo Water & Sanitation District’s 60th Birthday
November marked the 60th anniversary of the Triunfo Water & Sanitation District! On November 12, 1963, Triunfo was established to provide clean water and efficient sanitation services to our community.
We are grateful to be presented with a recognition of our 60th year by Jay LeWitt and David Pedersen of Las Virgenes Municipal Water District at our November board meeting.
Thank you to everyone who has been a part of this incredible journey. Here’s to many more years of sustainability, growth, and ensuring a bright, healthy future for all!

Calendar Contest
Artwork by 11-year-old Jessica Joel, a sixth grader at Medea Creek Middle School in Oak Park, was selected by the Metropolitan Water District of Southern California (MWD) to appear in its 2024 Water Calendar and digital library.
The Triunfo Water & Sanitation Board recognized Jessica, and the other wonderfully creative students who submitted artwork, at December’s board meeting.
Water Smart Summer Classes
In 2023, TWSD held six free landscape and gardening classes for the public. Topics included drip irrigation, turf removal, fire-smart and water-wise landscaping, California Natives, and drought-tolerant landscaping.

Triunfo’s Customer Assistance Programs
The Triunfo Water & Sanitation District board voted in early 2024 to make permanent both the Potable Water and Wastewater Customer Assistance Programs for qualifying lower-income customers.
Potable Water Assistance Program
This program provides a $15.00 discount on the monthly water bill for eligible households. More
Wastewater Assistance Program
This program provides a discount for wastewater service for eligible property owners. The discount will be reflected on the customer’s annual service fee billing via the County of Ventura Tax Rolls. More

The mission of Triunfo Water & Sanitation District is to meet current and future needs of our customers by providing potable water, recycled water, and wastewater services. We are committed to providing services that are reliable, high quality, cost efficient, and delivered in a customer-friendly manner. The District will judiciously manage its assets and finances, effectively plan for future needs, protect the environment, and work to maintain public trust and confidence. TWSD serves east Ventura County, including Oak Park, Lake Sherwood, Bell Canyon, and the Westlake Village and North Ranch portions of Thousand Oaks.
