Board of Directors
Triunfo Water & Sanitation District is governed by a five-member board of directors, each elected at large to a four-year term. District elections are held every two years in November on even-numbered years. Terms are staggered, with two terms expiring in one even-numbered year, and three terms expiring the following even-numbered year.
The Board of Directors meets on the fourth Monday of each month at 5:15 p.m. unless otherwise specified. See calendar
TWSD Board meetings take place at the Triunfo Water & Sanitation District offices at 370 N. Westlake Blvd., Ste. 100, Westlake Village, CA 91362.

I was appointed to the Triunfo Water & Sanitation District Board in March 2024, and elected in November of that year. I’m honored to represent District clients and will ensure that we are using ratepayer funds carefully.
Triunfo Water and Sanitation District has a long history of providing excellent water and wastewater services. I will work to carry on Triunfo’s legacy and protect and maintain these valuable resources.
For several decades, I have worked in the public sector for the City of Thousand Oaks creating a full range of strategic communications. My education includes a Master’s of Business Administration from CLU, a Master of Arts degree from Pepperdine University, and a Bachelor of Science degree from Miami University of Ohio.
My wife, Pam, and I moved to Oak Park 32 years ago and raised three (BSA) Eagle Scout sons. Together, we enjoy all the experiences our vibrant community offers.

I was appointed to the Triunfo Water & Sanitation District Board in February 2020, and was elected to the Board later in 2020 and again in 2022. As a 30-year resident of Oak Park, I believe we need a full partnership, a vision, to improve our community. I am committed to taking action and providing a better quality of life for our community by ensuring a clean supply of drinking water and sanitation services.
As Triunfo Board members, we are ambassadors. We are the public’s representatives to help oversee the water system, and we are also the system’s representatives to tell Triunfo Water & Sanitation District’s story to the media and the public.
In addition to my service on the Triunfo Board, I currently serve on the Las Virgenes-Triunfo Joint Powers Authority (JPA), and on the Oak Park Municipal Advisory Council.
Leon Shapiro

Leon Shapiro was elected to the Triunfo Water & Sanitation District board of directors in November 2018. He has a B.A. degree from the University of Illinois and a J.D. degree from the Illinois Institute of Technology – Chicago/Kent College.
Leon has been engaged in the water and wastewater treatment industry for over twenty years. He is currently president of 21st Century Water Solutions, a consultancy focusing on California’s water supply and wastewater treatment issues.
He has been active in professional organizations for many years, and has assisted in writing national standards for water and energy efficiency, Legionella control, and indoor air quality. He is also engaged with the Sierra Club, and is co-chair of the California committee promoting water conservation and reuse.
Leon has been a resident of Oak Park since 2010, while his wife Kathy’s family has been residents of Oak Park since 1976.

In November 2020 I was re-elected to the Triunfo Water & Sanitation District Board. I currently serve on the Public Outreach/Communications Committee. I am committed to representing the ratepayers by diligently working to contain costs while providing efficient and reliable water and sanitation services at the best possible price.
In 2016 I retired after working 35 years for a local aerospace company managing their Environmental and Safety Department.
In 1986, my wife, Janet, and I moved to the Conejo Valley and raised two daughters who enjoyed excellent educations and quality of life in Ventura County.

Marc Rashba

Only recently selected to join the Triunfo Water & Sanitation District Board in July 2026, Marc brings a variety of board experience over the years to Triunfo. In those roles, Marc ensured that the leadership stayed on strategy, kept tight fiscal management and communicated effectively with the community.
A 34+ year Oak Park resident along with his wife and three children, Marc can often be spotted hiking, biking and walking up Lindero Canyon picking up litter as he truly cares about our community and keeping it on a path of improvement and prudent growth for the future.
In addition to Marc’s service on the Triunfo Board, Marc also serves as an advisor to the Six11 Educational project in Los Angeles and works with a number of clients in the content streaming space.
Marc looks forward to working as the public’s representative to ensure an ongoing great quality of life in the area that we have a secure drinking water future.
