Message from the Board Chair
As we close out 2024, I want to take a moment to reflect on the progress Triunfo Water & Sanitation (TWSD) has made and share my thoughts with you. It has truly been a pleasure serving the 30,000-plus people who live, work, and play in the TWSD service area. TWSD’s mission remains steadfast: we are committed to providing services that are reliable, high quality, cost efficient, and delivered in a customer-friendly manner.
The District is currently working on projects with a goal to drought-proof our District.
To that end, TWSD continued to make great strides in advancing the Pure Water Project, a critical water reuse project managed by the Las Virgenes-Triunfo Joint Powers Authority (JPA). This project is key to the JPA’s goal of providing a renewable, affordable, and sustainable source of high-quality drinking water for our community, and we are excited about the progress we’ve made in bringing it to life and the support we have gotten from the community.
In terms of Finance, I’m proud to report that TWSD received the Government Finance Officers Association (GFOA) award for Excellence in Financial Reporting once again. Our staff continues to achieve and maintain high standards across all departments, working tirelessly to ensure we meet the needs of our customers.
We are excited to share that the TWSD website, www.triunfowsd.com, continues to evolve and expand in ways that benefit our valued customers. We have added new resources, including an expanded FAQ section, helpful videos, and step-by-step instructions on managing your TWSD account and water usage.
With TWSD’s new office now located within the District, we are pleased to offer in-person assistance during customer service hours. This provides even more opportunities for you to connect with us and receive the help you need.
As always, the safety and quality of our water supply remain a top priority. Throughout the year, TWSD’s water quality analysis has consistently shown that our potable water meets the highest standards and complies with all regulatory requirements. In addition, TWSD continues to invest in the maintenance and improvement of our pump stations and pipelines to ensure reliable service for all our customers.
As I pass the gavel to our new Chair and wrap up the District’s 61st year, I want to take this opportunity to thank you all for your support and trust in TWSD’s work. Here’s to a successful 2025 ahead!

TRIUNFO WATER & SANITATION DISTRICT FILLS BOARD VACANCY

Three Triunfo Water & Sanitation District (TWSD) Board members were sworn in to serve new four-year terms at the District’s November board meeting. Returning board members were Leon Shapiro and James Wall. Carl Jarecky was selected last January to fill a board vacancy, and was sworn in in November.

PURE WATER PROJECT: ANOTHER STEP TOWARDS COMPLETION
On March 4th, the Las Virgenes-Triunfo Joint Powers Authority (JPA) awarded a $21 million contract to complete design plans for the JPA Pure Water Project. This is a significant step forward in advancing the project, which aims to enhance our water sustainability in the region.
In addition to ongoing project developments, the JPA has been working to engage and inform the community about the benefits of the Pure Water initiative. This year, the JPA hosted two popular events that brought together attendees for a fun and educational experience
At the Pure Water Pizza Party in June, attendees enjoyed pizza slices, sorbet, and shaved ice, while sampling the clean, purified water produced by the Pure Water Demonstration Project.
The Pure Water Beer Tasting in October was a unique event where guests had the opportunity to taste local beer brewed with Pure Water, while JPA staff and board members were on hand to answer questions and share insights about the project.
These events have been a great way for us to connect with the community, raise awareness, and keep everyone informed as the Pure Water Project progresses. We look forward to more opportunities to engage and provide updates on this important project. READ MORE
NEW TRUCK ENHANCES SANITATION SERVICES
In early 2024, the Triunfo Water & Sanitation District welcomed a powerful new addition to its fleet: a state-of-the-art Vactor Sewer Maintenance truck. This large, multi-faceted vehicle is an important tool for keeping TWSD’s sewer system in a clean and reliable condition.
The truck is used for a variety of essential tasks, including cleaning sewer lines and pump stations, clearing sewer backups in main lines, and excavating for repairs in the street. Its advanced features allow TWSD’s operations team to respond quickly and effectively to both planned and emergency maintenance needs, ensuring that our community’s wastewater infrastructure remains reliable and efficient.
We’re excited to have this new resource in service and look forward to the added capability it brings to keep our systems running smoothly!

ARTWORK BY OAK PARK MIDDLE SCHOOLER SELECTED TO APPEAR IN 2025 MWD CALENDAR
Artwork by 13-year-old Aarush Mane, an 8th grader at Medea Creek Middle School in Oak Park, was selected by the Metropolitan Water District of Southern California (MWD) to appear in its printed 2025 Water Calendar and digital library.
This marks the third consecutive year that a student from Oak Park has had their artwork featured in the calendar. READ MORE
FACE TO FACE
This year, we continued to strengthen our connection with the community. We had the honor of hosting local Girl Scouts, offering a presentation about the importance of water conservation and sanitation, as well as engaging them in a native plant activity. Additionally, we had the pleasure of visiting three elementary school classes, educating the next generation on how they can make a difference in preserving our vital water resource.
TRIUNFO’S CUSTOMER ASSISTANCE PROGRAMS
The Triunfo Water & Sanitation District board voted in early 2024 to make permanent both the Potable Water and Wastewater Customer Assistance Programs for qualifying lower-income customers.
Potable Water Assistance Program
This program provides a $15 discount on the monthly water bill for eligible households. READ MORE

This program also provides a $15 monthly discount for wastewater service for eligible property owners. The discount will be reflected on the customer’s annual service fee billing via the County of Ventura Tax Rolls. READ MORE

The District will judiciously manage its assets and finances, effectively plan for future needs, protect the environment, and work to maintain public trust and confidence. TWSD serves east Ventura County, including Oak Park, Lake Sherwood, Bell Canyon, and the Westlake Village and North Ranch portions of Thousand Oaks.
