Message from the Board Chair
As we close out another year at Triunfo Water & Sanitation District, I want to take a moment to reflect on our progress, recognize the dedication of our staff, and look ahead to a strong and resilient future for our community. This year marks the end of TWSD’s 62nd year of service, a milestone that speaks to decades of commitment to providing reliable water and sanitation services to the customers we proudly serve.
One of the most significant accomplishments of the year came on December 8, when the Las Virgenes-Triunfo Joint Powers Authority unanimously approved a contract amendment with Walsh Construction, officially launching construction of the Pure Water Project’s Advanced Water Purification Facility. This milestone represents a major step forward in strengthening our region’s water supply by providing a local, sustainable, and safe drinking water source. Through this partnership, the JPA is investing in infrastructure that will enhance long-term reliability, protect public health, and benefit our communities for decades to come.
Equally important is the day-to-day service our customers rely on, and I am proud of the excellent work performed by our customer service team. Their professionalism and responsiveness remain a cornerstone of TWSD’s operations. To further enhance the customer experience, a new and upgraded customer payment portal will be launched at the end of January, offering improved functionality and convenience.
I am also pleased to share that TWSD once again received the Government Finance Officers Association Award for Excellence in Financial Reporting. This recognition reflects our staff’s continued commitment to transparency, accountability, and sound financial management. Across all departments, our employees work tirelessly to maintain high standards and ensure the District remains well positioned to meet both current and future needs.
As I conclude my service as Board Chair, I want to thank my fellow Board members, our outstanding staff, our partners, and our customers for their trust and support. It has been an honor to serve this District during such a pivotal time, and I am confident that TWSD will continue to make meaningful strides in securing a reliable and resilient water future.

PURE WATER PROJECT: MAJOR MILESTONES IN 2025
Building on a partnership that began in 1964, the Las Virgenes-Triunfo Joint Powers Authority (JPA)’s Pure Water Project continues to advance a more sustainable and locally reliable water supply.
In 2025, the project reached major milestones with the start of construction on the Advanced Water Purification Facility (AWPF) and expanded outreach to keep community stakeholders informed and engaged. These achievements mark significant progress toward delivering environmentally responsible Pure Water to the region.
MAY: Pure Water Coffee Tasting at Cafe Sapientia in Oak Park. Families enjoyed giveaways, entertainment, and delicious sips of coffee and tea made with our PURE water.
AUGUST: First informational session for the public kicked off. Community members in Agoura Hills learned about the planned construction process and information about oak tree removal and mitigation efforts associated with the AWPF.

OCTOBER: The award-winning Pure Water Tasting Series continued with our crowd favorite, Pure Beer! 14 Cannons Brewery in Westlake Village transformed into an Oktoberfest beer garden for an educational night of fun and games, prizes, delicious food and updates on the Pure Water Project.
DECEMBER: The JPA unanimously approved a contract amendment with Walsh Construction, officially launching construction of the AWPF in Agoura Hills. With this approval, the JPA Board of Directors brings a decade of ideas and efforts to life. This project will provide a local, drought-resilient drinking water supply for our region for decades to come.

CARL JARECKY WILL TAKE ON TWSD BOARD LEADERSHIP FOR 2026

Carl Jarecky, Leon Shapiro
At the December Triunfo Water & Sanitation District board meeting, Chair Leon Shapiro formally passed the gavel to Carl Jarecky. Jarecky was selected in January 2024 to fill a board vacancy and was elected later that year.
A longtime Oak Park resident, Jarecky brings decades of public-sector experience with the City of Thousand Oaks, where he led strategic communications efforts. He holds an MBA from Cal Lutheran University, a master’s degree from Pepperdine University, and a bachelor’s degree from Miami University of Ohio. As board chair, Jarecky said he is committed to careful stewardship of ratepayer funds and to continuing Triunfo’s legacy of excellent water and wastewater service.
ENHANCED ONLINE PAYMENT SYSTEM WILL LAUNCH JANUARY 29
Triunfo Water & Sanitation District (TWSD) will launch an upgraded online payment system on January 29, 2026, designed to enhance and improve the overall customer billing experience.
Customers who currently use online bill pay will need to re-enroll in the new system when it becomes available. Previous login credentials, saved payment methods, paperless billing preferences, and recurring payment settings will not transfer to the upgraded platform. A reminder will be posted on launch day.
TWSD will continue to offer multiple payment options, including payment by phone, by mail, in person, and EZ Pay.

OAK PARK MIDDLE SCHOOL STUDENTS’ ARTWORK FEATURED IN 2025 MWD CALENDAR
Artwork by 13-year-old Micah Aliling, a 7th grader at Medea Creek Middle School in Oak Park, was selected by the Metropolitan Water District of Southern California (MWD) to appear in its printed 2026 Water Calendar and digital library.
“The phrase ‘Save Water, Save Life’ means that conserving water protects all living things on Earth,” says Micah. “When we use water wisely, we can ensure a cleaner, brighter, and healthier future.”
This marks the fourth consecutive year that a student from Oak Park has had their artwork featured in the calendar. READ MORE

The mission of Triunfo Water & Sanitation District is to meet current and future needs of our customers by providing potable water, recycled water, and wastewater services. We are committed to providing services that are reliable, high quality, cost efficient, and delivered in a customer-friendly manner. The District will judiciously manage its assets and finances, effectively plan for future needs, protect the environment, and work to maintain public trust and confidence. TWSD serves east Ventura County, including Oak Park, Lake Sherwood, Bell Canyon, and the Westlake Village and North Ranch portions of Thousand Oaks.
