Board of Directors

Triunfo Water & Sanitation District is governed by a five-member Board of Directors, each elected at large to a four-year term. District elections are held every two years in November on even-numbered years. Terms are staggered, with two terms expiring in one even-numbered year, and three terms expiring the following even-numbered year.

The Board of Directors meets on the fourth Monday of each month at 5:15 p.m. at the Triunfo Water & Sanitation District's offices at 370 N. Westlake Blvd., Ste. 100, Westlake Village, CA 91362. Meeting agenda packets are available via the link below.

I was elected to the Triunfo Water & Sanitation District Board in November 2020. As a 30-year resident of Oak Park, I believe we need a full partnership, a vision, to improve our community. I am committed to taking action and providing a better quality of life for our community by ensuring a clean supply of drinking water and sanitation services.

As Triunfo Board members, we are ambassadors. We are the public’s representatives to help oversee the water system, and we are also the system’s representatives to tell Triunfo Water & Sanitation District’s story to the media and the public.

In addition to my service on the Triunfo Board, I currently serve as Chair of the Oak Park Municipal Advisory Council. I am a software business operation manager with Keysight Technologies. I attended Boston University and I hold an MBA from California Lutheran University.

Janna Orkney was first elected to the Triunfo Water & Sanitation District board in 2006 and is currently serving her fourth term. She has served as Chair of TWSD and Chair of the partnership, Las Virgenes/Triunfo JPA multiple times.

Janna believes strongly in protecting the environment and using the precious resource of water carefully. That is why she championed extending the use of recycled water for irrigation as much as possible and now is a proponent of the Las Virgenes/Triunfo Pure Water Project.

Janna lives in Oak Park and recently served on the Oak Park advisory committee for the Rancho Simi Recreation & Park District for three years. Before becoming a Director for TWSD, Janna successfully campaigned for a district water tank NOT to be placed at the entrance to our National Recreation Area. She also worked to save Ahmanson Ranch for parkland which the State of California did purchase in 2003.

Janna Orkney is an author and is in the process of writing her second book. Her first book, Growing Up With G.I. Joe’s, was published in 2015. Janna attended Stanford University.

Leon Shapiro was elected to the Triunfo Water & Sanitation District board of directors in November 2018. He has a B.A. degree from the University of Illinois and a J.D. degree from the Illinois Institute of Technology - Chicago/Kent College.

Leon has been engaged in the water and wastewater treatment industry for over twenty years. He is currently president of 21st Century Water Solutions, a consultancy focusing on California's water supply and wastewater treatment issues.

He has been active in professional organizations for many years, and has assisted in writing national standards for water and energy efficiency, Legionella control, and indoor air quality. He is also engaged with the Sierra Club, and is co-chair of the California committee promoting water conservation and reuse.

Leon has been a resident of Oak Park since 2010, while his wife Kathy's family has been residents of Oak Park since 1976.

Raymond Tjulander, a retired aerospace engineer, was appointed to the Triunfo Water & Sanitation District board in July 2017 and re-elected in 2018. Prior to his retirement, Mr. Tjulander's career included 38 years with NASA as an engineer and project manager. Among his projects were design of the main engines on the space shuttle and the Chandra X-Ray Observatory.

Mr. Tjulander's community service includes serving as a juror on the Ventura County Grand Jury and a trainer with the California Grand Jury Association. Additionally, he has served on the Thousand Oaks Cable TV Oversight Committee, the Thousand Oaks Residents Roundtable, and the Ventura County Transportation Commission. Mr. Tjulander's education includes a Bachelor of Science Degree in Chemical Engineering from the University of Idaho and graduate studies in business administration at California State University Northridge.

In November 2020 I was re-elected to the Triunfo Water & Sanitation District Board. I currently serve on the Public Outreach/Communications Committee. I am committed to representing the ratepayers by diligently working to contain costs while providing efficient and reliable water and sanitation services at the best possible price.

In 2016 I retired after working 35 years for a local aerospace company managing their Environmental and Safety Department.

In 1986, my wife, Janet, and I moved to the Conejo Valley and raised two daughters who enjoyed excellent educations and quality of life in Ventura County.
