NOTICE OF MEETING

NOTICE IS HEREBY GIVEN that the Triunfo Water & Sanitation DIstrict Board of Directors will hold a Regular Meeting on Monday, November 25, 2019, 5:15 p.m. at the Oak Park Library (Film & Lecture Room 102), 899 N. Kanan Road, Oak Park, California. The business to be transacted is as follows:

The board agenda is posted at least 72 hours preceding the Board meeting, and contains all items on which Board action will be allowed pursuant to Government Code Section 54954.2. Action will be take on unanticipated items only when an emergency (as defined in Government Code Section54956.5) exists or as otherwise allosed under Government Code Section 54954.2(b). In compliance with the Americans with Disabilities Act, if you need special accommodation/assistance to participate in a District event, please call the California Relay Service TDD line at (800) 735-2929 or the Clerk of the Board at (805) 658-4642 at least 48 hours prior. Notification prior to the meeting will enable the District to make reasonable arrangements to ensure accessibility to participate. Copies of individual reports may be requested from the Clerk of the Board or viewed on the District's website, www.triunfowsd.com.

       Consider and approve, by majority vote, minor revisions to the Board agenda items or related attachments and any item added to, removed from, or continued from the Board agenda.

4.     Public Comment (Items not on the agenda - 5 minute limit)

       In accordance with Government Code Section 54953(a), this is an opportunity for members of the public to briefly address the Board on items NOT on the agenda. Persons wishing to comment on agenda items should complete a speaker card (preferably before the meeting) to the Clerk. The Chairman will then recognize them at the appropriate time. Once recognized, persons should step to the podium, clearly state their name and address for the record, and address the item being considered in as brief, clear, anmd concise a manner as possible.

CONSENT ITEMS (Item 5) - Matters listed under Consent Items are considered to be routine, non-controversial, and are normally approved by one motion. If discussion is requested by a member of any of the Board on any Consent Item, or if a member of the public wishes to comment on an item, that item may be removed from Consent Agenda for separate action.

6.     Las Virgenes/Triunfo JPA FY2019-19 Additional Budget Appropriations – Chlorine Study

       It is recommended that the Board:

  1. Approve a supplemental appropriation of $11,760; and
  2. Direct staff to increase the TWSD FY18-19 Adopted Budget for JPA appropriations by same amount.

7.  Public Hearing for District Ordinance No. TWSD-350 (Adopted 11/25/19) – Prescribing Fees and Charges for Potable Water

    It is recommended the Board:

  1. Conduct a public hearing regarding proposed revisions to the potable water rates in TWSD Ordinance No. TWSD-350:
    1. Call to order and open the public hearing.
    2. Receive staff report and recommendations.
    3. Report of written communications.
    4. Public comment.
    5. Close public hearing.
    6. Discussion by Board of Directors
  1. Adopt Ordinance No. TWSD-350 which shall take effect with the January 2020 billing period; and
  2. Conduct the second reading, by title only, of Ordinance No. TWSD-350, Prescribing Fees and Charges for Potable Water Provided by Triunfo Water & Sanitation District; and
  3. Direct staff to: (1) Mail notices of the potable water rate increase to the addresses to which TWSD customarily mails parcel owner billing statements so that said notice is received at those addresses no later than December 7, 2019, and (2) Place rate increase information on the Triunfo Water & Sanitation District Website, and (3) Publish an ordinance summary following passage in the Ventura County Star, a newspaper of general circulation published and circulated in the District.

ORDINANCE NO. TWSD-450 (Adopted 11/25/19) PRESCRIBING FEES AND CHARGES FOR RECYCLED WATER PROVIDED BY TRIUNFO WATER & SANITATION DISTRICT

 9. Revisions to Ordinance No. TWSD-101 – Regarding Policy on Board Member Teleconferencing

It is recommended the Board:

  1. Conduct the first reading, by title only, of proposed revisions to Ordinance No. TWSD-101, prescribing the policies and provisions for Board member compensation and reimbursement procedures; and
  2. Schedule a public hearing and Board action on December 16, 2019, to conduct the second reading, by title only, and consider adoption of Ordinance No. TWSD-101; and
  3. Direct staff to publish on December 9, 2019, a notice in the Ventura County Star, a newspaper of general circulation published and circulated in the District, providing a summary of this Ordinance and noticing a December 16, 2019, public hearing to consider adoption of this Ordinance; or
  4. Provide staff with direction.

ORDINANCE NO. TWSD-101 (Adopted 12/16/19) ESTABLISHING POLICIES AND PROCEDURES FOR BOARD MEMBER COMPENSATION AND EXPENSE REIMBURSEMENT

10. District Ordinances (TWSD-200, TWSD-202, TWSD-250) – Revisions for Policies and Procedures and Rules and Regulations for the District’s Sewer System

It is recommended the Board:

  1. Conduct the first reading, by title only, of proposed revisions to Ordinance Nos. TWSD-200 and TWSD-250, and the implementation of TWSD-202 (Pretreatment), prescribing the policies, fees, and provisions for sewer service and the pretreatment program for the sewer system; and
  2. Schedule a public hearing and Board action on December 16, 2019, at the Oak Park Library, 899 N. Kanan Road, Oak Park, to conduct the second reading, by title only, and consider adoption of Ordinance Nos. TWSD-200, TWSD-202, and TWSD-250; and
  3. Direct staff to publish on December 9, 2019, a notice in the Ventura County Star, a newspaper of general circulation published and circulated in the District, providing a summary of this Ordinance and noticing a December 16, 2019, public hearing to consider adoption of these Ordinances; or
  4. Provide staff with direction.

ORDINANCE NO. TWSD-200 (Adopted 12/16/19) ESTABLISHING POLICIES AND PROCEDURES FOR SEWER SERVICE OWNED AND OPERATED BY TRIUNFO WATER & SANITATION DISTRICT

 ORDINANCE NO. TWSD-202 (Adopted 12/16/19) PRETREATMENT PROGRAM FOR THE SEWER SYSTEM OWNED AND OPERATED BY TRIUNFO WATER & SANITATION DISTRICT

ORDINANCE NO. TWSD-250 (Adopted 12/16/19) PRESCRIBING FEES AND CHARGES FOR SEWER SERVICE OWNED AND OPERATED BY TRIUNFO WATER & SANITATION DISTRICT

11. Development of Lake Sherwood VGGSS Project – Historical Overview and Cost Analysis

  1. It is recommended that the Board:

    1. Approve the Lakeside Lift Station Upgrade Project as a maintenance project and direct VRSD to complete the planned work; and
    2. Authorize a transfer of $131,000 from the WW CIP Fund and a budget increase for the VRSD services contract; or
    3. Provide staff with alternative direction.

12. AT& T Request for Equipment Modifications at the Kilburn Site

It is recommended that the Board approve the General Manager to sign the Letter of Authorization and provide AT&T Wireless Services of California, LLC, with the approval to move this process forward to County Planning.

13.  Discussion of District Standing Committees

It is recommended the Board discuss the proposed formation of the standing Personnel Committee and provide additional direction to staff.

14. Selection of Board Member to attend Special District Committee Annual Meeting

It is recommended that the Board:

  1. Select a Board member to attend the Special District Committee annual meeting on December 2, 2019; and
  2. Discuss whether or not to approve payment for a day of service for the Board member to attend the Special District Committee annual meeting.

15.   Discussion/Approval of 2020 TWSD Board Meeting Calendar

It is recommended the TSD Board discuss/approve the proposed 2020 Board meeting calendar and/or provide direction to staff.

       This is an opportunity for Board members to briefly comment on matters they deem appropriate to the business of TWSD. A Board member may ask a question of staff for clarification, make a brief announcement, or make a brief report on his or her own activities related to the TWSD. A Board member may also provide a reference to staff or other resources for factual information, or request staff to report back to the Board at a subsequent meeting concerning a matter related to TWSD business. The Board may also direct staff to place a matter of business on a future TWSD Board agenda.
